Job Description

The Department of Revenue, Child Support Services Division (CSSD) is seeking talented and creative candidates to fill a flex Analyst/Programmer I/II/III/IV position.
Our organization, mission and culture:
The Department of Revenue’s Division of Child Support Services (CSSD) is committed to ensuring child support is collected and disbursed pursuant to child support orders. Our Director has a vision to be the Amazon of Child Support. The Division’s IT is made up of nine Analyst/Programmers who work together in a team environment.

What you will be doing:
The CSSD systems team is looking for a talented and creative programmer to join our development team. We have a bright, personable, team and a positive, professional work environment with excellent team building opportunities. This position creates features and enhancements for business applications used by CSSD and aides our division’s mission to collect and disburse child support. There are several projects underway to upgrade or replace legacy applications as well as projects introducing new technologies.

The development teams use current technologies and practices such as:
  • .NET MVC, C#, JAVA, Wicket, NaturalOne
  • SQL and ADABAS
  • VisualCron
  • EspBatch, EspControl, EspAuto, Software AG Products
  • Scripting using JavaScript and PowerShell
  • Collaborative work environment
  • Project management, business analysis, change control
  • Web services (REST, SOAP)
  • Source Code Control with Subversion;
  • .NET MVC, C#, JAVA, Wicket, Natural ONE
  • DNN for content management

The working conditions you can expect:
This position is located in downtown Anchorage, at the bottom floor of the Linny Pacillo Parking Garage, right across the street from the Atwood building. We have a bright, personable, nine-person programming team in a positive, professional work environment with excellent team building opportunities. We offer flexible work schedules, training in applicable technologies, and professional development opportunities. On call operational support after hours may also be required.

Who we are looking for:
The individual selected should have an understanding and experience with various programming languages, databases, and technologies as well as the ability to effectively learn new technologies. The position also requires strong business analysis skills to properly determine requirements. The ideal candidate will be a team player and motivated to help the division with multi-year projects to modernize Alaska’s child support services. Thinking “outside of the box” beyond how things have always been done is preferred.

  • Experience with databases, ADABAS or Microsoft SQL Server 2012 and later preferred.
  • Knowledge of relational database management systems, data normalization, indexing and keys, stored procedures, views, constraints, including advanced scripting techniques
  • Knowledge of relational database diagrams and class diagrams
  • Experience with scripting languages (T-SQL, P-SQL, PowerShell)
  • Experience with Software AG and Cronus products
  • Knowledge of report creation using SQL Server Reporting Services or similar tools

Minimum Qualifications

Analyst/Programmer I – range 14
Successful completion of nine (9) semester hours of college level coursework in computer languages or system analysis.

OR

Three months of actual computer programming experience.

OR

One year of work experience using a computer for analysis, including experience in the use of computer reporting languages, spreadsheets or statistical packages.

Analyst/Programmer II – range 16
One year of computer programming experience in a recognized computer language. One year of the experience must have been in a business application, scientific application, microcomputer or computer system user support specialty.
Substitution:
A Bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS), or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for all of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience.

Analyst/Programmer III – range 18
Two years of computer programming experience in a recognized computer language. One year of this experience must have been in a business application, scientific application, microcomputer or computer information management support specialty.

Substitution:
A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS), or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one year of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience.

Analyst/Programmer IV – range 20
Four years of computer programming experience in a recognized computer language. One year of this experience must have been in a business application, scientific application, microcomputer or computer information management support specialty.

Substitution:
A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS) or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one year of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience.
